Crucible Cyphers are currently tied to Competitive Crucible, but that creates a problem when the Competitive playlist has a very low population. It just took nearly 10 minutes to find 5 other players to join a game.
If there aren't enough players searching at the same time, players can be effectively locked out of earning Cyphers — even though the weapons/loot that require them may still be relevant.
Could you consider allowing Crucible Cyphers to drop from other PvP activities as well?
For example:
Iron Banner
The regular Crucible playlist
SRL, when it returns
Or a small number from weekly Crucible challenges/reputation
I don't think Competitive should lose its identity or rewards. Even a reduced Cypher rate from other activities would solve the population problem while still making Competitive the fastest way to earn them.
The important part is giving players some alternative route when Competitive matchmaking can't find enough players.

If you think about it also, you need to have non decrypted engrams to get decrypt them with Shaxx? All crucible engrams are automatically decrypted. So the whole thing is irrelevant. You can't farm the gun you want.

If they increased the comp armour drop rate and stopped dropping normal crucible gear then more people would play it.
