personally, i wonder if precision instrument would have been more fitting. with 13k kills on it and god knows how many on destiny 1's version, it doesn't feel like envious assassin benefits it as much as something that increases its precision damage as you land precision shots would.

They didn’t want to buff it too much. It’s already one of the best PvP guns. Even giving it killing wind was more than I thought they’d do. I thought it would be a pure PvE buff a bit like chaperone got. Personally, I would have gone rapid hit or offhand strike but again, they’re boosting it in PvP.

There is pretty much always better choices for catalysts. Game balancing clearly has an effect on the choices. Precision instrument would risk creating a very broken combination for PvP. Plus they had less time than normal to be creative with everything that happened with the studio. So in my mind they get a lot of grace with some of the decisions made last minute.
