    Hey there, did you purchase first on Steam and then cross-save, choosing XBox as Active? That tied the passes and keys to Steam, a Steam game profile that was made dormant by the incoming XBox account. Which form did you fill out? This one? https://help.bungie.net/hc/en-us/articles/360049497351-Contact-Form-Missing-Eververse-Item-or-Add-On-Items Just need to be patient, Bungie will review and should move the passes to the Active account. Don't raise more tickets; that slows things down, pushes you back in the queue.
