On your PC Go to display settings and under graphics>advanced graphics settings. Check is hardware-accelerated GPU scheduling is turned on. If it is turn it off. I did and my frames are back to normal. Do a restart after toggling off and then a shut down. Turn the pc back on to double check and see if destiny frames are good.
