Extremely low 1%, problems increasingly got worse after Edge of Fate Release, worst performance now

4070 Ti Super, i7-10700k, 32GB 3200MHZ RAM, Two 1TB SSDs with Destiny 2 installed on one separate from Windows installation. Constant frame-time issues as presented in the Steam Performance Overlay graph. GPU/CPU utilization never reach above 60%, even when extreme stuttering occurs. It is MOSTLY prevalent in PvP, constant hitching where it is unplayable. Monument of Triumph has had the most performance issues for me, but Edge of Fate also had significant performance issues created. Dealing and receiving damage in PvP/PvE show the most stutters, but in general, stutters will just happen.
