Old Lights Emblem Eligible; Not yet Received
I according to your criteria, I should be eligible for the Old Lights Emblem. Below is a screenshot of a community tool used to check dates and eligibility.

As of 25 Jun 2026, I still have not received the emblem as an announcement and it is not available in my collections.
I do seem to have an issue with one of my announcements upon login and I fear that the announcement for my Old Lights Emblem is stuck behind the broken announcement. I am including a screenshot of that issue as well.
