Dielectric Perk bugged on Tablet of Ruin. Does not activate.
Was testing an Arc build using the Tablet of Ruin and noticed when I was rapidly defeating blinded targets (Arc Debuff) I wasn't generating orbs or healing at all. I switched to Encrypted Data Disc to test the same perk and it works perfectly fine on that artifact.
