Higher tier drops of Cynosure does not drop with extra perks per column
the Cynosure rocket launcher does not seem to drop with multiple perks per column as is the usual for T5 drops, so far its the only weapon I've run into that has this issue, and every drop of it I've gotten has only had its two main perks.
