Creeping Chill bugged
Creeping chill artifact mod says it slows nearby enemies, and gives allies frost armour.
However, it is only slowing enemies and it doesn't give the user or nearby allies frost armour.

Make sure you post this in the Game Issues section of Help too. That's Bungie's bug reporting section, and they're still paying attention to it for now.
