Winnower
Ok my impression of it.
It's enjoying the game with the Gardner.
It's not evil It's a god who is seeing something different and it's interested in what we do and if we prove it wrong.
We aren't even a threat to it but it wants to watch us keep winning because it believes it will ultimately win.
We are simply a gods favorite show win or lose the winnower is entertained by us.

Canonically, yes. It doesn’t really intervene except to talk to its followers or people it’s interested in. Also, we give it strength and continue to give it strength with all our killing. That’s why the Winnower is a fan of ours and hypes us up. It wants us to keep going and keep killing so it can become stronger. But no, it doesn’t interact with the universe on a physical plane in the way the Gardener does.
