These 2 paragraphs from the TWID had a pic as an example... of a TIER 1 FateBringer that could be "upgraded" to a higher tier... and its making me think we're gonna log in on June 9 and see that all of our previously crafted weapons have been brought down to Tier 1 , level 1 :
"Upon logging in, any legendary crafted weapon that already exists will immediately be eligible for a version of Gear Tier Upgrading and any newly crafted Legendary weapon can be taken on the same upgrading journey.
In the inspection screen of a crafted weapon, navigating to the Weapon Level Boost icon, there will be a new mod that will allow you to also improve the Tier of the Weapon upon reaching specific weapon levels."

Based on the wording - you would upgrade it to Tier 1 (or higher) after the update if you wanted to (new drops would automatically be Tiered) and be able to continue upgrading to Tier 2 etc based on the level you have on it. Its very unlikely that they'll be resetting weapon levels of existing guns and they simply didn't mention they were going to be doing it.

No as crafted are a higher equivalent and already allow for enhanced perks in the 3rd and 4th column. From that point, being able to enhance other columns... mag, barrel. And, as they are preserving the benefits of natural drops for T4 &5... per lower tier upgrades — where it won't add additional new perks... I assume the same limitation will be true for most crafted weapons... most only capable of a single row, and excluding multiple perks in the 3rd and 4th... similarly.
