selected weapon banning for PVP gamemodes
Here me out right.
What about a gamemode you select in the crucible tab that is there 24/7 and its a clash/control mode. BUT in pre game lobby all 6 guardians have an option to ban a weapon (similar to how League of legends ban system works) then you have to build a loadout around the ban system for that match.

No gun in Destiny is so strong it needs to be banned, and there are usually a ton of alternatives. Just adapt
