It looks like you purchased it on Steam, launched the game on Steam (even if you didn't do anything like make a character etc), and then decided to setup cross-save picking Playstation as your primary. Fill in the form linked at the bottom of this page: https://help.bungie.net/hc/en-us/articles/360049497351-Contact-Form-Missing-Eververse-Item-or-Add-On-Items Bungie will then review the situation and apply the passes, its discretionary on their end though as to whether to reapply the passes as they were already added to active account at the time of launching the game. They are pretty solid for just applying them in cases of mistakes like this though.
