Not me, a friend of mine who is currently banned for 2 months playing PvP. ISP cannot find any issue with his connection, their IT team also claims there is no issue on their end.
Game doesn’t lag and runs normally for him however this is a third time bungie are doing this and if there is another ban it will be permanent.
I don’t know what he can do to even get information from Bungie as they don’t reply to his appeal.
I couldn’t care less for my account as I gave up long ago and barely play, but my friend is by far one of the most devoted and fair players with 20k hours in D2 alone. Doesn’t play any other games at all.
In my opinion he should delete this game and never play it again, but that’s a NO from him so if anybody has an advise that can help contact Bungie it will be greatly appreciated.

if there is another ban it will be permanent.
Bungie don't do permanent restrictions for connection, that stopped 5+ years ago; it just stays at 2 months for each subsequent restriction after the first 2 months was issued.
I don’t know what he can do to even get information from Bungie as they don’t reply to his appeal.
They won't get any useful info from Bungie without Bungie being ordered to by a court or Sony. The situation will basically stay pretty much as Bungie saying your friend has a problem and its up to them to figure it out/fix it even if the issue is on Bungie (or an issue after your friends ISP and Bungie) end.
