As others have said, it’s really good in pvp, it just faces the same problem as every other primary in pve. Even if Praxic Blade gets nerfed, there are better exotic options in the kinetic slot such as Wishender (which also happens to be intrinsically anti-barrier). Revision Zero just might always be one of those exotics that is only good in one part of the game, unfortunately.
