Its an intentional function to prevent people just afking for rewards. Sitting idle watching others play (even with no revives) is counted as inactivity. If you end up in a state of no revives and you're dead spectating, you'll need to interact with your menus - ie pushing things in/out of the vault, swapping gear if its not locked loadouts etc to prevent being kicked.
