I mean I don't see the issue with this, the whole play your way tone that the devs usually say would enforce this type of motive
people can play whatever dungeon/raid at their own pace, than being forced to wait for a legacy variant to be on rotation, or for a current dungeon/raid to become a legacy variant
either increase the drop rate to 10-15% or just keep the current drop rate with no time gate, I mean games like warframe and borderlands don't have time gated random drop rates, why not have something similar in D2?

3 RepliesBase drop rate is more likely around 5% and it gets higher with boosts. The last raid and the current dungeon exotics can both be farmed an infinite number of times per week as I understand it.
