Hey there. Am I right in saying that the artifact is not directly under your ghost, but in that place is a circling symbol, and once you place the cursor over this, the artifact appears to the left? If so, it's in a little selector space like an unequipped weapon. From there, you need to Equip it, to move it into its proper slot. Only when it is there, can you adjust the mods without them resetting.
