Power delta = not fun
Will take all the fun out of Renegades as everything will be -30 power for those 500 or more (which based on the TWID will be allot of player as there has been great progress in the levelling system)
Player engagement will drop very quickly.

-30 isn’t difficult to play with for activities you’ll run once or twice like exotic missions. However, when you’re trying to farm for a bushido robe grenadier with weapons secondary and super tuning, that can take you dozens of runs of the activity where it’s featured and then it’s not fun. At some point (550 maybe), Bungie should just remove the forced deltas and let players farm efficiently. There’s always customise for those looking for a difficult experience.
