Hey there. Expansion DLC is licensed and sold by the platforms, and each of them want their own cut. Therefore Steam will not honour a purchase made on PSN, etc, you need to own them on Steam. Players who wish to access DLC on platforms they play on will need to purchase that DLC on that platform.[/quote] Passes such as Dungeon Keys and Reward Passes, count as in-game Eververse items regardless of how they were obtained (ie could be from a deluxe expansion pack on a platform store) and are available on every linked platform, unlike expansion DLC.
