That whole system will probably become necessary for all armor at some point because there will be too many armor sets to realistically keep enough pieces of for different builds. We're basically going back in a circle back to combat style mods but this time its intrinsically tied to a specific item rather than just being a slottable mod. This also becomes a problem with event specific armor sets like Lustrous armor just not being acquirable at all outside of Solstice. As they add more armor sets it'll become harder and harder to get the armor sets you want, but they probably didn't think they'd get such crap about sunsetting 2.0 that they'd have to actually worry about creating a system to manage all the different gear. They'll probably have to do something similar to Division 2 that has activities/zones rotate what specific armor set they drop. That or just have a slottable armor set mod slot.
