Works only through a VPN! If on PC, after enabling the VPN, you need to log out and log back into Steam/Epic. If that doesn't help, change the server in Steam: Settings - Downloads - Download Region... Complaints about TAPIR come not only from Russia and Belarus, but the developers simply ignore them. The issue arose after the online maintenance on Monday night and before the offline maintenance on Tuesday. So far, it most closely resembles a GeoIP block from Bungie's side...
