If Bungie addressed matchmaking it would solve most of the "cheating" problem.
Every Iron Banner cheaters come out of the woodwork. Guys who have 99% headshot accuracy at all ranges and know even what elevation you're at before you peek. Dudes landing 3 headshots with aggressive handcannons while strafing, jumping, and being shot. I know this is possible, everybody gets lucky shots or really locks in once in a while, but half the players every match? I don't believe it.
Even if you say I'm wrong and they are not cheating? Why have I, a Silver 2 player, played most of my matches against Ascendant players?
They need to put these people in their own lobbies and get them out of mine. Just boost rewards based on queue time and I'll 2 hours for a IB match just so I don't have to deal with cheaters or the sweatiest dudes known to man.

Connection is the only meta in PvP. Watch the streamers, nobody glitches and all their shots register. I have gaming internet and I still can’t get the game to run smooth like theirs does. What are we missing?
