I'm recently returning, and what the heck is up with the soft power cap. I can't just play anything to raise it? And why aren't past weapons from the dlcs I paid for not updated with the new tier system. Like, what if I wanted to start a new character and play all the old content I've paid for but it won't raise my power lvl?
