Clan rewards capping @ 200
Clan rewards are not scaling. Makes them almost worthless. Please fix.

Makes them completely worthless tbh, always tier 1, always base power level (after reaching 200 that's the new base), they completely screwed like 70%-80% of the game and rewards for the portal.
