While it sounds like you may have tried, did you check to see if you can get the quest through the quest archive at the Tower, or by speaking with Eva? If you're unable to, then please consider recording a videoclip which demonstrates you can't acquire the quest via either source. If you record such a video, you can then upload it to a media-hosting site like Imgur or Youtube, and share a link here. We'll then investigate.
