So, are we just not able to progress Guardian Ranks because Expert Conquest was removed? That's insane if so.

They weren't removed, they were temporarily disabled and then re-enabled again 2 weeks ago. Portal -> Seasonal Hub -> middle icon on the left 'Play Now' is the Conquests.
