Let Destiny’s hardest content and highest rewards be available to play at any point in a player’s journey. Skill and optimization should always be what rewards a player. Not an arbitrary number on their character.
In more detail, if you’re under-leveled but have the actual skill to handle tough content, you should have the right to earn endgame rewards, even if you didn’t spend hours and hours grinding the easy content just to increase a number tied to your character.
(Potential idea, but I don’t have much time, so I’m just putting this out there)
We have the difficulties: Easy, Normal, Hard, Very Hard, Impossible.
Just base all PvE content on these difficulties, maybe allow power levels to affect the difficulties in smaller ways, but NEVER lock people out entirely.

Actually someone told me that only the most skilled players deserve tier 4 and 5. Cause they are more skilled for grinding. 😎
