The Chaperone quest cannot be validated.

Hello,
I recently returned to the game and am completing the quests I had previously saved. I am having a problem with the old Chaperone quest (I have completed the new one). It is not validating even though I have reached the brave rank.
When I look at the quest details, it says that I cannot start the activity at this time. Can you tell me what I need to do?
