xur exotic requires unlock in collections before buying from xur
when trying to buy the exotic class item from xur, it says i have to unlock it in collections first in order to buy. if this is not a bug then what is the point of xur exotics?

This is how the class items have always been. You need to obtain it first before being able to get additional rolls from xur.
