I understand that you want to push the health stat but only 15 healing for using an entire mod slot is crazy. It will be entirely unnoticeable and just a waste of a slot.
Could you think of increasing the amount to somewhere around 30. This still gives the health stat a good reason to exist but also gives you worth for building into it.

Or simply put in "patch note" format: [i]•Recuperation will be folded into the Health stat when exceeding 100. •The Recuperation mod will have a deprecated value(15 down from 70). [/i] Too be fair Bungie did a poor job explaining this. But they are also in a vicarious position where they do not know their a[b]s[/b]s from their elbow at the moment. This is because some of the player base has a more complete understanding of systems then any one currently working at Bungie due to lay-offs.
