If you read closely, it says distorted soundwaves. The nine aren't meant to be talking considering that in the lore, they don't have actual bodies. And the actors who couldn't voice their characters got temporarily replaced. All characters will have voice lines in the dlc.

The nine are basically dust. Dust doesn't have a voice. Besides that one of the dialogue scenes in the pre-release footage has a Nine member telling us they're speaking to us through thought.

The nine do not have bodies or voices, hence them using the emissary to communicate. The actors who could not voice their characters because of the strike were temporarily recast and are voiced in the expansion. Neither has anything to do with saving money.

All game studios are to blame on this one(except Larian,they are saints), trying to shortcut profit by cutting out the talented va's who make thier games what they are, and supplanting them with dead A.I(more like V.I)

There's an actor's strike right now (and has been since last year), that's why some of the dialogue wasn't spoken during Heresy.

If you're going to cry or b*tch about something, maybe at least look up why it happened in the first place. Especially if you're going to use the episode that has had it stated multiple times that the strike is the reason why portions aren't voiced.
