They restrict sets that are at base non-shader/colouring similar, the Noble Constant Type 2 isn't available because the Brave Titan set is. Same thing applies to things like the Gambit Prime armor and the Leviathan armor. It was a quick glance and that stood out to me, I'll give it a bigger look later to see if there are any that are working as intended mentioned.
