Elegant arsenal
I’ve been here ever week to pick up the elegant arsenal quest but I believe that some weeks it did not give me the quest I have completed ever one that came into the game and checked every Tuesday sometimes it was there sometimes it was not and now I have 7/9 and it is stopping me from completing the title can you guys please help me with this

Not a bug/issue, this is week 7 - only 7 have been released. Some weeks there are been other quests available that aren't Elegant Arsenal. You'll get the other 2 during the next 3 week resets of the event.
