I was originally thinking about putting together a macro for well-skating and shatter-skating to help with movement in between encounters in PVE content. However I remember I remember and update on the policy for the use of macros resulting in bans. Before I use them, would those result in a ban at all?

This behavior includes, but is not limited to : Using an external program or device to automate gameplay or circumvent idle detection. “Gain an advantage” means used for the purpose, directly or indirectly, of achieving victory. Using these tools to mitigate challenges all players face, such as reduce recoil or increase aim assist, would be a violation.
And also, the following:
Use of macros for disabilities is absolutely supported! Where you'll get in to trouble is if you try to circumvent limitations the game has put in place, like AFK-detection, or if you try to automate gameplay elements that every player has to engage with, like aiming.
https://www.bungie.net/en/Forums/Post/257017261
