Bars. Anyway.
This activity still has the same problem that most higher end activities do.
Ultimatum is an absolutely useless difficulty level that doesn't get you anything special compared to the other difficulties and on top of that... the weapons are dog.
So I need to ask... what is the point of higher difficulty content (difficulty that is to the level of just being annoying to complete with enemies one / two tapping through multiple instances of dmg reduction and resistance mods) if the rewards you get from the content are not only barely better than the regular versions of the weapons, and also just flat out bad when compared to most guns that are across the game as a whole.
Like seriously, spire of the watcher might have some of the most god awful weapons I've seen, even AFTER the perk updates. And yes, you're right forum user #223. It is optional, I don't have to do it.
But that doesn't excuse higher difficulty content having dog water loot. Higher difficulty content should give you a meaningful reason to want to do it. You could've at least updated the perks... for a good dungeon that has good loot. Spire of the watcher loot has always been abysmal and that hasn't changed. "Fan favorite" dungeons my -blam!-.
