Rite of the 9- Spire of the Watcher secret chest only drops gears on your 1st account clear, rather than character clear
I'm fairly certain bungie intended to remove all secret chests, but the 2nd spare chest is still available to find and open, but it only awards gears on your first account open.
So opening the chest on alternate characters only awards glimmer.
