For anyone having the issue where you can't see any of the two quests: First Watch or Elegant Arsenal. Go to the tower and to the kiosk to the left of postmaster. Find SEASONAL and they will be there. Tried to see if anyone had posted a way to fix the issue but there has been little reported. So this worked for me. Hope it helps any others with the same problem!
