Umbral Enhancement 3 does not apply to the Arrival-Focused Umbral Engram
Arrival-Focused umbral Engram has the Cold Denial and Falling Guillotine, neither of them encrypt with 2 perks in the final column.
I have umbral enhancement 3 and it works on the pyramid-focused umbral engram with the 4 new weapons (have not received the pulse or guillotine from that engram yet so I cannot confirm for these two weapons.)
