Umm no they really did not change the amount of damage done in PVE by that much other then to shotguns and snipers to match the new ammo economy. Generally in the patch notes apparently all primary weapons were generally the same with some slight changes but nothing major at least from what the posted that they changed.
So it was a ghost change. They nerfed scout rifles in PVE because they were so prominent in PVE for console versions of the game and they probably wanted them to use something else or some other ridiculous excuse. Trust me i have been though these kinds of updates since D1 day 1 and it might sound stupid and pointless but that’s basically what bungie do. They can do a lot of good in an update but also do some pointless crap that either gets found out eventually after not telling anyone what they did or they do it for monetary gain.
I have gotten used to it and im assuming their is just some guy at the bungie live team who constantly wants to piss people off despite the rest of his team working hard to fix the mistakes that the core developers made on every release of this game. Like a little goblin who hides under the desk and after the update is finished in development and everyone leaves he crawls out and adds a bunch of annoying pointless additions.
