Not sure, but
It is an exotic, some exotics would drop at a certain light regardless of your light. Such as the exotic swords and I think The Touch of Malice.
But then again, I'm not very sure.

Yeah I remember touch dropped at max light. 390 is max for hard mode?

I think it isn't max, since I have heard various times that with hard mode, max light is 400.

What about the raid pulse? Always 390?

Hm.. Not sure about that I haven't touched the raid and even barely seen anything in it so once I go in it's gonna be a whole new experience. But, a couple of YouTubers out there could confirm that for you. I do know that I've seen people with raid gear not at 390. Maybe it drops at 390 if your close enough to it? That's my theory
