I don't think that's the case.... it may be because no one uses it anymore. It's a pretty crappie exotic outside of this one use.
So they might just want people to actually use it again. Because no one was.

Even without arc burn it's a pretty solid work horse for pve activities outside of the raid.

That doesn't mean they'll return, but they have to be at least debating it. This would give them a little more insight into how the community approaches them.
