When is it most acceptable to speed while driving

When you're on an interstate or highway, it's pouring rain and dark as hell outside with no street lamps/lights or stars, and without headlights. Oh and make sure you have little to no brake fluid for optimal speeding.

I always go 5-10 above. There's some spots in my town where nearly everyone goes 50 in a 35. Cops do it too sometimes with everyone else. It's pretty relaxed where I'm at, and I live in a highly populated city.
