Sometimes they are, actually. I load less on agility for PvP, which does put me at a disadvantage. However, there are times when I can't even titan skate fast enough.

I run high agility and if I Stormtrance people get away fairly easily and that's using ionic blink

Not sure what to tell you, but I assure you that I am not the only one who has experienced trouble when attempting to get away.
