I see where he got confused. The U.S. writes the date mm/dd/yyyy where as Australia and many other parts of the world write it as dd/mm/yyyy. I'm gonna hazard a guess he's from Auz or maybe the U.K. therefore not retarded, just not informed about the different layout.
