You swear like you can't get like 3 fragments a day. If you have at least 1 hour of gaming then it's enough to get some fragments. Yeah everyone's busy, I have 3 jobs and go to school yet I put time in to get ToM. I put the time in because unlike Ghorn you can obtain this weapon since it's not RNG. I like to raid and I don't like to set my team back. ToM makes things easier, sure you don't need it like crazy but it's tremendously helpful.
