As to your second edit, they have before. The Ram helm plus Sunsinger was a big deal before. Hence why it got nerfed.
Also, not all Hunters are using the glitch. I haven't and never will. And I've already told my fireteam members that I do Crucible with that if I catch them using the glitch then they're gone. I don't tolerate that bullshit. They all agree.
