Rank 2 = Class exclusive legendary secondary
Rank 3 = Class exclusive exotic primary
Rank 4 = ??? Maybe the Sleeper Simulant

I am past rank two but did not get any legendary.. what would be the reason why???

Did you get a quest that wants you to kill stuff with a Sniper/shotty/fusion (dependent on class) while under a telemetry?

Yeah that's the only step. And if you're doing the Hunter one for the sniper, go to end of The Dark Beyond ("We've awoken the HIIIIVE") break the dust off your Ice Breaker, and thank me 2 minutes later when you're done. (The kills from firefly count as Sniper Kills, also works with Fatebringer for the exotic HC quest) well it'll work with any firefly HC, but using Fatebringer to get Ace of Spades was freakin poetic. Lol

Lol thanks. I started out just using Ice Breaker so I wouldn't have to worry about ammo, then realized I was getting like 5 points towards the quest every time I pulled the trigger.

He gives you a quest. As a Hunter, the first step for you would have been to kill enemies with a sniper rifle while using a telemetry. Check your quest list.
