I am also very disappointed that Bungie hasn't fixed this. I just checked and the "Limits of Use" on the Taken King DLC purchase STILL clearly state: "Access to this item will also be granted to all users on this first console." Why isn't Bungie fulfilling the "Limits of Use" included with their Taken King purchase? How can they do that?
