Will Bungie ever fix the problem of the original Blacksmith shaders being tied to the console instead of a user's account?

I'm pretty sure i read in the Help Forum a while back that the publisher issues the code for Blacksmith, and not Bungie, and that's why it isn't tied to your Bungie account. It's actually a COD item as far as licensing is concerned, meaning Bungie has no control over it.

That's lies because the publisher and retailer return you to Bungie, and it's an item in their game, so they do have control over it.
